Paid parking in Moscow first appeared in 2012: it operated only on two streets in the very center of the city. The project showed positive results, therefore, in 2013–2014, the paid parking space expanded to the borders of the Third Transport Ring. On some of the busiest streets, a differentiated tariff was applied, in which the cost increases after half an hour of parking and depends on the time of day.
Since 2016, in Moscow, new paid parking spaces have begun to appear in areas outside the Third Transport Ring, where residents do not have enough parking spaces; and the cost of parking lots began to be calculated individually for each section of the street — depending on the load. In 2017, Moscow received the TomTom International Traffic Index Awards for the highest quality organization of parking space.
You can pay for parking in one of 6 ways. At the same time, about 90% of motorists prefer to use the Moscow Parking mobile app — you can start, extend or end a parking session in one click, the location is determined automatically. If a motorist accidentally made a mistake when paying for parking: for example, he entered the wrong car number, parking zone, or forgot to extend the parking — all this can be corrected in the app until the end of the day.
In addition, in the app, you can check, pay or appeal fines for traffic violations or evacuation; look at the map where there are places for disabled people; pay not only for street parking, but also for parking with a barrier and even some commercial parking lots. Organizations have the opportunity to create their own personal account of a legal entity in the application and control the parking of corporate cars.
In 2021, new functions will appear in the Moscow Parking application. Soon it will be possible to buy or renew a parking ticket with a barrier, get an analytical report on parking payments for a certain period and find out the area of validity of a parking permit or a subscription for street parking.
In addition to the app, you can pay for parking using SMS, at parking.mos.ru, at parking meters, through a phone call or through partner services (QIWI, Eleksnet, WebMoney). Frequent users of paid parking lots can purchase parking passes for a month or a year.
Large families with valid parking permits, disabled persons in special places, motorcyclists and drivers of electric cars may not pay for parking in Moscow. Residents of areas where paid parking spaces are organized can apply for a residence permit and park without payment in their area every day from 20:00 to 8:00 (or around the clock after paying a residence fee of 3 thousand rubles per year). All street car parks, except for the car parks with the maximum tariff, operate free of charge on Sundays.
